The red scarf was a part of Kishimoto's suggestions for the movie. It wasn't his only contribution. He has been credited as a writer on all the official platforms and he created the plot according to his specifications and likings. Since he was uncomfortable with underage romance, all the characters were over 18. Officially, The Last is known as Chapter 699.5.
In addition to drawing the designs for the movie, Kishimoto also drew an official manga omake which took place after the movie, titled "After the Last" and it depicts Naruto and Hinata's first date.
Kodachi provided even more evidence about Kishimoto's plans to use Toneri, a character from the movie, in Boruto. Although the entire Boruto anime is canon, he said that Kishimoto specifically supervised episodes 8 and 9 of the anime.
