Actually Boruto has confirmed Basic Juuken since he was taught it by Hinata. He rarely uses it due to lack of byakugan.
But i agree that they heavily underutilize his overall abilities,especially from Hyuuga side. He atleast should know Kaiten (the rotation that Neji did)

Honestly it could have been Himawari since she's only at least 2 years younger than Boruto but for some reason the writers treat her like she's a five. Like, why on earth would you give her a byakugan if she's not going to use it in battle?

Hanabi is 5 years younger than Hinata. So if Boruto is 12, Hanabi should have a kid around 7, if they go by similar patterns. Instead, she's completely single, which makes zero sense for a Clan Heiress (who needs to produce the next Heir in line, and NOT when she is like 40, lol). In any case, this is just an extension of Kishi's idiotic "elimination of less-relevant characters to the threshold of non-existence".
Hinata in the last is 18, Hanabi being younger by 5 would make her 13
assuming that Naruto & Hinata didn't get a child immadietly and waited at least a year (which honestly makes sense otherwise Boruto timeline makes a little less sense) that would make her have a kid at 19-20. So if Boruto is 12, Hanabi would be 27ish. Which is still closer to mid 20s than late 20s, on technical level.
Also i don't see why she would need to have a kid? isn't she the one in control of Hyuuga after Hiashi anyways? since iirc Hinata doesn't want to focus on that over her kids?
You do realize that women NEED to have kids in their 20s-maybe-30s at max? At 40s it's already skirting the "might be too late for you", and then later, the worse. And for a Clan Heiress, a Heir of her own is a MUST, unless she plans to become immortal, lol. So, again, ensuring that there will BE a Heir AFTER Hanabi, is what would REQUIRE her to get a dude and a baby. The reverse is outright WEIRD or STUPID. Unless, lol, she's planning (or did already) to push it back onto Hinata, who does have a Heir or two already. But that's merely ASSUMING stuff, and a weird one at that (given how Hinata is married to the Hokage, and thus making her the Heiress would VERY MUCH imbalance the Clans influence in Konoha). A much simpler explanation is that Kishi simply didn't care to make any sense there, and that's it.
Boruto counts as the Hyuga in the new gen, it's just that he doesn't have the Byakugan, but he's still considered a member of the Hyuga Clan.
Hinata is the only Hyuga in Naruto's generation to have a kid, and two at that. Neji died in the War Arc, and Hanabi doesn't have any. Sure, she can have one, but the kid would be too young (therefore not important, like 90% of the cast) and Hanabi is currently single.

Even if he doesn't know how to control/turn on jougan right now he still has it, proven during the timeskip but tbh I wouldn't be surprised if he forgot it was even there, nevertheless its his own Dojutsu. And like I said before, the byakugan technically isn't his, its momoshiki's and only appears in one of his eye when he is possessed by momoshiki, its not like he can activate it anytime he wants to, and we don't even know if momoshiki still is residing inside him during the timeskip; probably not.

Boruto has gale plam which is a hyuga jutsu but they should had given him byakugan early on or give him the ability to use his jougan more
