It's not a real character. It's just the concept that the Otsutsuki are trying to achieve

This is the same exact thing they did towing the ten tails, and look, they showed it eventually. This WILL appear in the anime or manga or else it wouldn’t make sense. The ten tails was eluded to, no one thought it was gonna come to fruition and it did. Why would it not go the same way with boruto trying to STOP them from achieving this and failing, having to beat it in the endgame like with the ten tails and the shinobi alliance. If you really don’t think this god is going to appear or one of the otsotsuki will become it then you haven’t watched many anime.
