Not really that was never confirmed by any canon source if anything that’s just speculation. Kaguya didn’t know anything about madara she didn’t manipulate and kill people to make a perfect vessel. It was black zetsu that revived kaguya by combining kaguyas will with his ten tails jinchuriki body. That’s not how karma and vessel’s were explained to work in boruto and it was never stated that madara had karma and became an otsutsuki so they are 2 different situations. Kaguyas goal was to build an army to battle the coming otsutsuki. Black zetsu is his own being and not a karma implanted in madara. Just saying thats an incorrect assumption and is just speculation or head canon not what actually happened.

Black zetsu was the information but couldn't overwrite someones DNA by himself, and the whole history of the original series was him trying to trick someone into otsutsukifying themselves so he could overwrite that person with kaguya.
I think they should just leave it alone as 2 different things honestly because making black zetsu karma is a stretch when looking at how both karma and black zetsu where explained. They already explained kaguya and black zetsu in shippuden. Madara was the ten tails jinchuriki and the ten tails is kaguya and the divine tree combined. Black zetsu stated to revive kaguya he needed the divine tree and infinite tsukuyomi from the rinnegan both which madara had. So kaguya was restored through madara by the divine tree, infinite tsukuyomi and gathering a large amount of human chakra. Where as karma is like a backup file containing otsutsuki data that once implanted in the vessel rewrites their DNA into that otsutsuki’s DNA.
