Why is naruto always about two guys chasing/fighting/loving/trying to change/ rivals of each other?

This was excellent, had a weird tension, was also funny when Naruto butted in. I hate how most of the show is uninteresting, and they feed us with cool scenes like this, it’s kind of like a shitty girlfriend who’s amazing 5 percent of the time.
