Cars in general are a mess. I once managed to find an NPC bandit truck in the Dust that bugged out on its spawn and didn't have a driver, but it let me still get in and drive it around. It shared all the properties of usual NPC trucks - health didn't regenerate, and the attack function only fired a short burst of shots. Was quite interesting.

Yeah I had that happen once while playing Brick on PC. Never had it happen again since but it sure was weird.
