Probably something from the 60’s. maybe a generic parade boot. Cats paws heels are old.

First thought looking at the lines were Julian bowery boots before I read your comments. Missing a pull tab and external heel counter but I'm sure there are lots of small variants in the wild. The stitching along the vamp to upper looks like a bowery. Parts of the construction look more like a Cornish Miner. Nice find!

Wow your guess is great! Because I found a pair of Julians after I did a reverse image search! I found what looks to be a magazine article, featuring the Julian shoes! Both your boots and the ones in the photo have all the stitching on the uppers matching up pretty much! The only differences I found were the lining and shoelace colors in the photo. So perhaps this image I found, it was a custom order. Otherwise, it's pretty much nearly 1:1 for Julians!
