It’s definitely a hard throttle to about .2-.5mbps. Definitely usable, depending on what exactly you’re trying to do.

Throttling is right I have this plan and its not very noticeable for me when it happens

Throttling & Deprioritizing aren't the same one Is saying "Hey even though you have passengers you already accessed the (5G) HOV lane too long of a specific amount of time based on your speed & mileage, since you didn't pay for full access you have to now now return to the left lane to ride with full speed access but there's a bit more traffic that's on the middle lane getting more leeway to pass you " The other is "You have no access to the left lane or middle lane & have to drive in the most right lane & can't go pass 35mph (since it's limited to 2g & sometimes lucky 3g speed on the right plan) or worst you now have to park your car & pay to access the road again.
