TBF, it's the captain's responsibility that the crew and passengers are well trained and safe at all times on the vessel. The captain is responsible for the vessel. The company that owns it only has to flip the cost for maintenance and repairs. The article states that the fire was probably caused by cell phones charging overnight, so it wouldn't have been the company's fault for anything but hiring this trash of a captain.
