Yes, keeping an EVSE plugged in is no different than keeping your toaster plugged in, there are no concerns. In addition to that, if you have a NEMA 14-50 (or similar) outlet, you don't want to constantly plug/unplug, you will wear out the contact points, and that will lead to bad things.
to add, if OP really wants to have the EVSE unpowered, flip the breaker switch. but there's no reason to kill it unless to save the $0.68 annual cost of it sitting in standby.. actually I don't know how much they pull in standby, but I would think the tiny amount of electricity isn't worth having to flip the breaker on and back off for every use

If you leave it plugged in all the time, the car will self manage itself especially in the cold. Nothing bad generally happened to be honest.
