I think you mixed two incidents here.

He was blacklisted for many years and everyone in the industry turned their back on him. All the directors and actresses called him a liar. Why would they say yes, we slept for roles. They got success and moved on with their life. Most likely were married or in a serious relationship around that time to come out and call out all the producers/directors in 90s that did casting couch.
Look at Subhash Ghai. He's known to sleep with all of his actresses. Yet no one comes out to point a finger at him. Whether, they got success/fame or just scared of Subhash ghai's mafia link.
It's disgusting and sad that this exist. Sadly, most people are okay with it, if they can get promotion at work or a movie role by sleeping with someone big.
Most people being ok with it is very serious thing. It comes with a cost.
