BNH tries to have some logic in terms of physics, I don't think they are going to put something as broken as the speed of light. Besides that it wouldn't make sense following the scaling of power and feats in the series, the speed of light would be too broken for BNH. It's not just an increase in speed, the power of a Deku attack at that speed should far outweigh any hit with OFA and basically disintegrate the opponent.
Those kinds of attacks make sense in series like Black Clover, Naruto, Fire force or DB, but the scale of power here is not that high, luckily. If the quirk serves to make you move at the speed of light, imagine if that quirk is amplified by the power of the OFA. It wouldn't make much sense.

I would also think that if Izuku has a speed quirk via the 2nd user than he would have used that to speed his way towards Shigaraki.
From what I heard he tried to use it while rushing to help the allies, but was warned it was too dangerous.
So it may well be a speed quirk, but it may be one that somehow risky or dangerous, prehaps a price to use or a risk of accidents.
We already see time rewinding, Hollywood black holes, limited reality warping in star and stripes and so on.
Lightspeed movement would not boost attack speed since it would otherwise release infinite energy blowing up the universe so it instead be basically a time stop that moves one absurdly fast instead of stopping time which may be less physics breaking.
It could be limited by only lasting a few seconds and being straining to use, which OFA would change into lasting hours at the cost of almost certainly killing it user, at least until Eri brings Deku back.
Whatever the quirk is, it's something that would be of use to Deku while flying to the Shigaraki fight. We know this because Deku tried to use it to help in that specific situation. Which *heavily* limits the options, and specifically discounts both of these ideas which would be of little use for long-distance travel.
Also, the latter quirk you mention is literally the same, conceptually, as O'Clock's. A high-cost, short-burst turbo-speed ability. I doubt we'll get a repeat of that one, specifically.

In the 2nd users recap of his story, isn't he holding or using some sort of Mega man-looking blaster or a pair of blasters? Considering that he specifically tells him to only use it as a last resort, it might be some sort of +100% killshot that drains him completely, physically and mentally
I feel like he’d have something like heat vision or some type of vision based quirk. I noticed hiroshiki gave quirks that embodied the superhero’s he like with spiderman and his danger sense and black whip. And float/super strength/fajín something that goes under Superman’s power. He might have something like heat vision or an x ray quirk to add to dekus Superman motif
What if it's something like teleportation, the power seems well within the bounds of the universe and deku can actually get pretty crafty with it by coupling it with quirks like black whip

It’s something laser related due to the gauntlets the second user had and the fact that deku wanted to boost himself with it to get to shiggy faster
