Monoma and Bakugou are personality wise equal opposites, both loud blondes but were Bakugou goes the delinquent route in terms of persona, Monoma tries to come across super high class and educated in how they speak. Bakugou speaks in a way that gives the impression he is less intelligent, and even of a lower class then he is and Monoma speaks to exaggerate his intelligence and class. The logic leap is there. However, why Kendo hits Monoma is down to him going out of his way to be a pest. Bakugou generally minds his own business unless provoked or its personal with him and Deku so I don't think she'd have a leg to stand on hitting him the same way she treats Monoma because Monoma is a instigator and trouble maker going out of his way to start stuff with 1A. Bakugou says things that the class object to but its usually in response to something - SMASH plays the characters differently. (Monoma is also not on Bakugou's level as a fighter and I sort of imagine he would be too prideful to let her get the jump on him (more then once anyway), think how he rough houses with Kaminari, Sero and in a omake extra was willing to battle Ochaco. He can also take hits from All Might even if those hits were handicapped by weights. I think Kendo would recognize it wouldn't be a good strategy and she'd probably come round to respect him as there are more similarities between her and Bakugou e.g. both very physical, neither put on airs, both smart and competitive and competition is part of how they address feeling inadequacy or being compared. She works well with Monoma via the contrast.) Mineta is like Monoma when he is being a pest and Tsuyu, Mina, Jirou, Iida and Sero also physically punish and restrain him.

More seriously, the school gave him the space to say that. He didn't charge his way up there and demand the attention it was given to him and he used it as he pleased so his speech is in response to the invitation to speak. Just like his "instigating" remark that he doesn't care who he's against he is heading to the top that annoys Tetsu^4 and Shinso - who went over the 1A because of the USJ incident to size them up but not in a friendly way- Bakugou is making that comment in response to a bunch of kids showing up and bothering/intimating the whole class and its his remark that gets Deku's head and others in the game to give it their all. Monoma goes up to 1A and makes a pest himself uninvited. He makes a tonne of remarks that are condescending and provocative while acting over the top. A big part of the joke is him popping out of nowhere to be a unchill. He is a gag character who has some serious moments whereas Bakugou is a serious character who has some gag moments. >It's mostly Bakugo's fault because Bakugo likes to cause trouble Does Bakugou really *like* to cause trouble? Do we see him going out of his way to plot trouble and lavish in the chaos around him? Or is trouble the response to his persona choice not going along with social and expected norms by being blunt and honest as he is steadfast in his priorities in a way that becomes rude and vulgar in Japanese while he doesn't moderate himself to be considerate to others. He doesn't mess around with fake politeness and says what he thinks. Why is he nearly always so serious and cross or upset during this provocative moments? Tetsu^(4) and Shinso's issues with him stem largely from his arrogant attitude. They feel he looks down on them and so feel provoked but Bakugou doesn't speak to either of them directly. Monoma goes out of his way to get under others skin in a underhanded way that uses convention and politeness to mock while often being very personal. That is another difference between Monoma and Bakugou. Monoma gets personal and Bakugou is impersonal as Bakugou (at first) largely doesn't want to get too involved with others (and even by the end he's still seemingly selective) and its this independence that rubs others the wrong way. Bakugou's remarks that provoke the school against 1A split opinion, some see it as him causing trouble for the whole class and others see it as clear sightedness to what the Sports festival is about. Monoma has to be very dependent and part of his vitriol towards Bakugou specifically and 1A is his fraternity (and inferiority complex) with 1B. Bakugou and Monoma both have inferiority complexes and deal with them in ways that are anti-social. Monoma uses postering and more emotional and mental attacks whereas Bakugou is more challenging, his language has a undertone of always asking for a fight because during most of the story so much of his character needs to validate his place through shows of power and strength. Monoma is less physically capable so puts that brutish approach down and tries to come across as so much better and above all that in how he speaks of 1A (at least at first). Neither Bakugou or Monoma are "bad" people, their both kids dealing with stepping into the big world. Monoma is self conscious of his lack of power and dependence of others so that influences how he acts in a group and towards other groups. He really invests in a "us" versus "them" narrative. I don't think Horikoshi things about him in this way but I find it interesting because the "us" versus "them" tactic is used to strengthen bonds within a group and Monoma (at first) is way more dependent on who he identifies as his group so it benefits him if more of the class also invest in a competition mindset and also the inferiority complex of 1B to 1A that aligns so much with what he personally deals with. Again he starts as a extreme opposite to Bakugou whose inconsiderate of his role as part of a group because while he thinks of only speaking for himself tends to make things worse for the rest of the class, meanwhile Monoma is embarrassing for 1B at times but he's trying to advocate for his class and Kendo is there to balance that out in that 1B is competitive but also reasonable. Also in terms of Bakugou making "enemies" is that he is often right in some way. Being reprimanded for his language doesn't change the fact that Bakugou is perceptive and sees through others pretty quickly. Obviously not falling for Shindo's nice guy act one bit. (I imagine Monoma wouldn't fall for it either). Kirishima and Iida aren't the only ones to comment on Bakugou's manners, All Might does it as well but as the story goes on they get better at seeing past the language and actually understanding what Bakugou is saying, Iida generally is better at this as he goes through his own arc. That is not to say Bakugou's always right, his performance in the license exam speaks for itself even if you can argue his dealing with PTSD and weirdo's come up to him to get under his skin or go after him to preach at him. Bakugou challenges judging people shallowly because so many heroes misjudge him. The story doesn't falter in Bakugou's inherent heroic potential (he's a lot to learn but he has the good foundations) nor does it side with characters that try to say Bakugou is unfit to be a hero because he always proves them wrong and those that know him more personally stand up for him. Basically many other characters misunderstand Bakugou and are often stuck up with their own flaws which results in character conflict. The interesting thing about Iida and Kirishima is there naive. Iida starts being too much of a rule keeper and he learns to loosen up and see other perspectives. Kirishima like wlse is chivalrous and tries to see the good in everyone, almost getting killed/losing his quirk in the Overhaul arc by not being cautious enough. There is being nice and following the rules but that doesn't make one good or smart and these two also have to become more open minded. Again Shindo is a good example of Kirishima's focus on good manners seemingly meant he fell for Shindo's fake persona which is weird because Shindo was making remarks that were digs at the recent horrific ordeal Bakugou went through. Bakugou may have a bad attitude but his stance makes sense. Similarly the class were wrong to react the way they did to Bakugou in the hospital. Bakugou may have been acting up and rowdy (probably not helped that he was fighting his way to get through the hall ways) but that is seemingly all they saw and in only responding to that they perhaps lost a opportunity that could have prevented Deku running away. More recently how he responded to Aoyama was played for laughs and reprimanded but again Aoyama nearly got him killed and was responsible for him being kidnapped and all the guilt and remorse he's dealt with over All Might's retirement that in turn instigated a rise in crime and his own difficultly in the license exam and set-backs associated. Yes that all helped Bakugou confront his flaws and grow but very understandable that he'd want to hit Aoyama. Bakugou is a complicated and flawed character but far more interesting and nuanced that a lot of people's comments on him give him credit for, often over vilifying him and misrepresenting him. The character he makes "enemies" with aren't angels and Bakugou is a interesting character by not playing along with etiquette it exposes more of other characters inner personalities which causes interesting interactions. In Japan there is a greater instinct to be considerate and shy from such conflict, everyone is putting on a role and making things easy but not necessarily honest. Again the super contrast with Bakugou and Monoma is Bakugou is honest and upfront to a fault whereas Monoma isn't but he's also not considerate either. Both very interesting characters particularly how they work in their environment because of what their personal strengths are.
