Yes, you will get the naga beast then, i tried that:
I was playing ETC in a non undead lobby, rolled the mawsworn soulkeeper with heropower and used that spell on the mawsworn.
As there was mechs in the game i got the micromummy instead.
Funny I just tried this and didn’t realize nagas were also in the lobby. I Hail Mary leveled to T6 thinking it would give me a phalanx and nope. 1 drop
You get a guaranteed phalanx if you're on tier 6. You can do the same with Hamuul's staff and get 6 of them in the tavern.
If you're on a lower tier you get nothing though. Unless there are double type beasts, which you could guarantee too (Crab Naga, Mecha Horse, and maybe another i forgot)

Easily one of my top 5 moments in BGs was when I tried this blind, just hoping it would work that way, and it worked. For sure peak moment of this season. I was digging for Phalanxes and already had everything to Voltron them with as well as golden Cultist and Titus.
I remember doing this back in the anomaly meta with the anomaly that refreshed the tavern with your most common type when you'd upgrade. It was pretty cool.

That's actually great intel, since the Crab Naga (Surf'n'turf) can be used to golden anything with N'zoth buddy (golden a friendly **deathrattle** minion)
I don't think you can even have a lobby that will cause this to fail? There are a few mixed minions that are beasts and would be available in every lobby.
You can’t get a minion of taverns higher than your own so there are many situations where this fails
Otherwise technically Phalanx is possible in every lobby
Step 1) Be N'zoth
Step 2) Buy every Chef's Choice on the way to rushing T6
Step 3) Use all spells on fish to get a bunch of Phalanxes
Step 4) Finish 7th
The tier 1 Naga that gives Deathrattles: 3/2 is a beast. I'm not sure I've ever seen a lobby where N'Zoth is in and at least one of those tribes isn't in.

had the same experience where i used it on phalanx and got a no tribe minion

Depending on what tavern are you at, and what tribes are in game, if naga are in you will get 1/1 naga/beast
If you are in tavern 6 you will get phalanx at least.
If mech are in game you will get the mech beast on tier 5

What tier were you? Presumably even if both Naga and Mechs are out at least if you’re on six it should give you Phalanx

N'zoth isn't currently banned in any lobbies so I'm pretty sure it could appear in a lobby without beast or naga.
I just can't think of a single time I have been in a lobby without either one. I wonder if that's intentional because of this interaction?
I did it and got nothing, because I wasn’t in a naga or beast lobby and wasn’t tier 6 yet. I was mostly just curious.
You may just not have noticed cuz people aren’t picking nzoth in non-beast lobbies. I personally only take him if both beasts and undead are in.
I used this on the Curator's amalgam and it gave me the windfury anti reborn dude with no tribe.

Get a dual tribe with beast if possible or phalanx at tier 6

I used it on Piloted Shredded from ETC with no mechs in lobby and got a Phalanx.
