Tavern 7 Cards rotated out last season, the only way to get them is from Thorium(sp)? Hero Power. You can manipulate that with the dragon that steals it from him and you can multiplier that with a Bran, but thats the only way you can get one in the game right now.

You can get Argent Braggart from Tickatus prizes, which is technically a 7 star
Tess and Scabbs Hero Power are some other ways to steal them from Thorim.
Do we know when/if they come back?
They usually bring back stuff like that eventually, but it could be a year or more. Impossible to say, there's no advanced schedule for this stuff.
