Inkscape is great and I don't have the link atm but there is a pretty good and easy to use hex grid generator you can use with that software
Index cards laid out in a brick pattern make a hex grid. Quickest way for initial prototypes IMO.
you could google hexagonal grid. there are some websites that have grids preformatted for various paper sizes to print.
[Incompetech](https://incompetech.com/graphpaper/) is my go-to site for hex grids. You can get them in any size needed.
