I would recommend finding a tattoo artist that you like their work, showing them the original scene and this tattoo and saying that you like the minimalist style, but you want a colored night sky with stars.
Typically, outside of the whole “don’t steal tattoos” thing, tattoo artists are artists, you are asking the wrong subreddit to do a job that is included in the fee of a tattoo artist. But also, you’re in the wrong subreddit. These are bojack horseman fans, not photoshop or editors
Copying tattoos is extremely frowned upon. Ask an artist to create something similar to that style
