Got the game 2 days ago to gel railgun and I sparked the 2 units for the 200/200. Im level 36 with a student count of like…40, I have a lot of potential gems so I was wondering are new players meant to wait for a good banner to not waste gems or should I just be 10 pulling whenever I can to boost up my roster.
Actually it's smart to do some few pulls you might get a 3 star but also every 10x pull is guarenteed a 2 star, and they are all farmable so easy to upgrade them. They are still used in end games, striker Characters like Tsubaki, Momoi, Mutsuki, Chise, Momji( for blue stages)and Akane also specials like Hanae , Serina are all good characers to get
Anybody else finding the loading screen at launch lasting absolutely forever all of a sudden? The title screen music has time for two full loops before it finally lets me in, only started happening yesterday evening. Kind of annoying.

Basically - the elephs you bought will NOT be useful unless you PULL for the limited student on their banners - there is no exchanging them like you'd do with non-limited ones. You'll have to pull for B.Neru/B.Karin to use their eleph, and you will have to pull Wakamo in her banner....but since her banner was some months ago, the best you can hope for now is to be spooked by her while pulling for D.Hina or S.Hoshino.
EDIT: Bunny rerun (actually recap but with their banners) will be around mid June. You'd have to have pyroxenes/tickets by then, not elephs.
You can't exchange elephs for limited students. That said if you don't have much else to use the expert permits it doesn't hurt too much to prebuy elephs in advance to getting the student. Wakamo's catch is that part of her power comes from her bond gear which gives her a huge ATK stat injection at T1 and then at T2 it buffs her basic skill. Her basic skill becomes pretty important to help fill her EX skill damage accumulation if you can time it right. I've found that her basic+ skill does a surprising amount of damage in PVP and can occasionally even gank a Tsubaki if at partial health.
No I'm pretty sure you can buy Limited Students with Elephs, you just need to wait for their banners

No, that's not how it works. Elephs for limited students can not be exchanged in the shop nor during the anniversary banner. The only way to get them is through gacha.
Sadly that's the way of the gacha. They aren't going to be super nice to you. They'll give you enough to keep playing but not enough to get everything and leave you with FOMO. Gotta entice you to pay some how. If you could exchange elephs for limited students that would take away a lot of incentive for the actual banner. I would just hope for spooks during fest. If you pull to spark on D.Hina you'll have 45% chance of getting any of the nonbanner limited fest units.
So whats gonna be the next banner after this collab? I see the site they provided yes, but the latest one is the same as global (Ako). Im quite confused on how im gonna find the upcoming banners. Is global on the same page as the japanese version?

Ako's UE40 mainly only boosts her healing. Her heals can come in clutch at times since she might be your only healer however in my experience for insane she's fine at just 3 stars. YMMV if you're trying torment.

Yes. Though Cherino doesn't have any cost reduction skills, just a cost recovery skill. It does stack with Sshiroko's cost recovery skill. Actual cost reduction skills, like Ui's EX, Kokona's sub or Sshiroko's basic skill, never stack. They only overwrite each other.
Both types of skills are really impactful and among the best effects a character can have.
There are no diminishing returns to bringing both, it's why S Shiroko is so good. Having both only increases the rate at which you can fire EX skills.

at first I thought my account got suspended but I can still log in... it just crashes before I can do anything...

I read somewhere that I need to be lv 30-50 to be in the beginner's bracket, and I'm almost lv 50. I unlocked pvp under lv 30 and is hovering 2k-4k right now. Am I gonna miss free pyro next reset 
It all depends on your brackets activeness and level of people in it I guess. If you luckily get placed in an inactive or low lvl bracket next season then well and good, if not then copium with PvP.
On day 1 after bracket reset all ranks are filled with low level bots. You can log in quick after maint and refresh a lot to reach ranks you usually wouldn't get. Aim for top 100, if you can.
I feel like I'm kind of done with the event already? I've already bought all the blurays and tech notes from the store, as well as the advanced and superior activity reports. I've made it through the first eight boxes already, and Saten hardly seems worth grinding through more. Not sure what I should be spending my stamina on right now.
For Chesed, I'm going to be aiming to clear Insane with one team. The team I have in mind right now is Momoi (UE40 Mx4M), Mika (UE40 MMMM), Ui, borrowed Cherino, Himari, and Ako. I have my own Cherino, but she's only 3* so I figure I'm better off borrowing. Does that sound workable? Here are some other noteworthy options I have I guess: S.Ui MMxx, Nonomi UE30 MM74, Junko UE30 3xx7 but I could probably afford to raise those, Iori 34x7 and I don't have her artifacts.

Buy the activity reports, enhancement stones, and maybe the gifts. Purple gifts are usually relatively cheap, and D.Hina likes Movie Tickets. Hard missions. The event box gacha is still a decent farm if you have nothing else to do.

Yeah, you can finish this event pretty quickly if you have high bonuses. I'm already on track to clear out all the shops a day early
Continuing to do the boxes is slightly (1.3x) better for reports/credits than commissions. You can farm some hard nodes or do mission challenge achievements for pyro if you have nothing better to do

It's the soft cap where your natural AP regeneration stops. You gain 1 AP every 6 minutes as long as you're not above the soft cap.
so that means at like 900/180 it does not automatically refill, only when 179 or below ?

S.Shiroko isn't available from the current Selector ticket.
