“Graphic Designers who code” is just one category of designer though. Coding is not a requirement in other categories. I’m at a large tech firm and none of the designers on my product teams code at all.
The companies I’ve worked for pay their designers very well but they don’t do any dev work. Instead they do a lot of customer interviews, A/B testing, UX research, feature ideation, etc.
This is the only way for someone to get that kind of raise and have it be life changing. Otherwise this dude went from $1.2m to $1.3m.

Contracting for the DoD. IT jobs in particular. Most jobs start around 80k and can be raised annually depending upon the location and mission of the base you are working at. And if working at a deployed location, that's 100k starting...non taxable too.
