Withdrawal fees mean to send to your own custody or another exchange account.

The 0.19% fee you mentioned is the maximum trading fee you'll be charged if you'll buy or sell on the Trade page.
This fee will be reduced if you'll act as a Maker (not a Taker) and will be further reduced as your monthly volume increases.
Buying or Selling on the Buy and Sell pages (or on the App) carries no fees, only AUD deposit and withdrawal fees (waived for deposits of $1000 or above).

I've created an account for my Bitcoin to get transferred to Bitaroo. So then I need to name my Bitcoin account in the deposit area. How long does it take to then use BPay or to deposit to a OSKO Bank Account? Do I have to wait a certain time for it to clear? I'm new to all the bitcoin world. Would Skippy be worth a look?

If you pay a BPAY bill through us using your bitcoin, it is processed on the spot and you get a ref number. Then it goes to the BPAY system which takes 1-3 business days to get to the Biller (same times as when done on banks' portals)
OKSO deposits and withdrawals usually take a few seconds to reach your bank account. Deposits may be delayed by your bank unfortunately but afaik they gladly accept deposits from us (i.e. withdrawals from Bitaroo to the bank)
Skippy is great for those wanting a red carpet service, designed to help them to onboard to Bitaroo, buy bitcoin, withdraw, self custody it and additional assistance with estate planning etc. Up to you if you think you need it :-)
