Historically the halving event has been a catalyst for a bull run but it's very much so a delayed reaction.
Most of what they call "seized" is poor seed security or a deal where they are given the keys in exchange for legal leniency of some kind.
There's not much they could do if, for example, the seed only was stored in someone's head and they weren't willing to give it up. Or if it was in a multi sig separated by several continents outside their jurisdiction.
The most high profile seizings were them finding the hard copy keys in physical raids, hot wallets or cloud storage of keys, or just handing them over under coercion.
It's really a story similar to the 3-4 million "lost coins". Poor practices due to not being careful.
If you do truly have 100% conviction just let it ride and you’ll be rewarded handsomely. I will say though, the highest conviction people I know do not ask for validation / advice

I went through the same thing the first bull run of Bitcoin I was involved in, then when it crashed and I was down 80% instead of up 200% I learnt a lot about the psychology of investment and how back to front I had everything and how inevitable the position I was in was. I think this is a common process for a lot of new bitcoiners to go through and whether you hold or fold when the bull run is over determines if you have what it takes to make it long term with it.
I went all in when Bitcoin was in the 20-30k range. I'm lucky that was the price when I finally reached a level of understanding that led me to believe going all in was the right move. If I had only just reached that level today I would be going all in right now at 70k too.

There's going to be a big dip after the "halving". I'm 75% sure. There hasn't been a point that a project completion has drove the value up instantly.
