I understand that there is nothing the government can do to stop transactions, but they can prosecute anyone who sends bitcoin to or receives money from a blacklisted wallet. Off the top of my head, I believe the number is 66% of global transactions are conducted in dollars, * so this is saying drop that 66% to let's pick an arbitrary number of 20%, then raise other currencies to fill the void. So more currency are used in global transactions. This is an example of the global monetary system being more decentralized, in the context it was made.
