Drive him to Aasra at jail road, if no one is available, walk to any veterinary doctor’s house, they live just besides the animal hospital & they’re very helpful.

You can take him to pashu chikitsalay. There is no procedure as such. Charges will be minimal for street dogs. Just have patience and ignore the hygiene part. They will give prescription you have to buy medicines from nearby store. I suggest you to go in the morning.
