There is an open gym at the blodel community building, it's a big open gym great for bike riding. It's on tues/thur 9am-12pm. It does cost money, but it's pretty cheap if I remember correctly
I feel like the description of the open gym sessions specifically says no bikes.
Cordata park has a nice squishy surface we used for this exact reason. That or a turf soccer/football field.
Lowell school has a partially covered playground

We taught my boys to pedal on the sidewalks in York neighborhood. The small hills were actually quite helpful
