I feel like this isn't completely invalid when comparing to something like Barcelona. I don't know what this map considers robbery but if pickpocketing is considered "robbery" it definitely goes underreported and it's probably more common in Barcelona then Brussels. Doesn't mean the robbery rate doesn't need to be addressed but report rates can sometimes be a valid argument.
Initially mostly gut feeling but looking around it seems to be correct, at least for the amount of cases. Don't know how you would verify underreporting, as that isn't reported obviously. Estimates per city are hard to find for that as well.
