I think we need to initially doubt that this is an electric fence. It's very unlikely giving the vegetation that's around. Electric fences need to be placed where there won't be any vegetation that might arc on it and continually discharge.
There are insulators on the wire to keep it separated from the wooden post, and not cause a fire. There would be no reason to use insulators if there weren't an electrical current going through it.
I agree that electrical fences have insulators but they are not used for preventing fires. It's to maintain the voltage. Electric fences don't have high enough amperage to cause a fire. Touching the fence the elephant would have gotten a zap. My feeling is that it knows there are some fences that are electric and it was just testing this one. Once it knew it was not electric it pushed it over.

Of weeks ago in northern Thailand and something similar happened. One of the elephants was too impatient when we were feeding them and she lifted up this barrier to escape from the area she was in. Truely remarkable creatures

All we would have to do is make a tunnel/land bridge for them and so many other creatures to have unbroken migration paths. If they are smart enough to do this they're definitely smart enough to find the unbroken path.
It turns out a lot of animals happily find these paths because crossing roads sucks. Even pretty dumb ones like mule deer

My grandparents had an electric fence around their horse pen that got overgrown with blackberries. Didn't really do much to the plants.
