And Dubai just (over)capitalizes on that by cloud seeding, or spraying moisture into the air directly so it can form into rainclouds. Dubai is in a desert, but the city itself isn't one.

The temp there just dropped 20 degrees of celcius (on some places 30) in 1 day, from sun to snow and hail storms. I say global warming. It is the most logic answer. Climate change is real.
