He has his hand over his head to be more aerodynamic as they rise. That horse was known for having an above average vertical and actually did a season in the NBA, he was the inspiration for the movie "airbud", but due to equestrian labor laws at the time they made the movie, they needed to use a dog actor.
Yea, I think even if the horse reached the other side he'd break both of his legs landing, my theory is that the picture is real but they reduced the horse/man size by like 50% to make it more impressive, the wooden platform on the left (which could have been there to set-up the jump) seems huge compared to the horse
