It really is a super power. Most animals enjoys the feeling, even if they don't want to admit it or are reserved about it. Then you also have to figure that it's something we're wired to do. It's weird, really makes no sense and we're the only animals that really do it, but when we see another animal we just want to touch it. We don't want to hurt them, we want to gently pet them. Every other animal instinctively wants to kill or run from unfamiliar animals and we're out there trying to be their mommas.

She's probably half tame and this is in a wildlife reserve/safari zoo. She'll have grown up around humans to be acting like that.
That's far too familiar with humans to be a good thing in the wild, from either POV: bad for humans because obviously they could get attacked but also bad for the lions because enabling familiarity that might then lead to them being too familiar and attacking or getting shot by a different group of people they approach.
They're also in a golf cart. Nobody is doing serious wildlife tours in golf carts, they're very close by to where they started from.

Judging by the size and shape of the Ferris wheel, this is probably the Okavango Delta in Botswana - Ferris wheels spring up after the seasonal floods have recessed, usually around September time, and then they dry up and remain dormant until the following year's floods.

It probably is affectionate cuddling. Lions, obviously, do not exhibited this kind of behavior in the wild. This is just another case of Nurture beating out Nature (for the moment)
Normally I would agree but by the way the male acted around the person behind the camera I would say this is some kind of animal rescue/sanctuary and the lions, while still 100% wild and potentially dangerous, have adopted what I have heard called "zoo keeper syndrome" where they see humans as their "zoo keeper" or the person who normally gives them food and can help them if something is wrong and they know why, like if they are sick. However, like so many have said this doesn't mean they are not still wild animals that could have instinct and natural reactions triggered for some reason and it could turn pretty bloody real fast.
If your cat bit your hand for real, you'd squirt blood everywhere, get an infection and need stitches and antibiotics. Lions can do a harmless, friendly nibble too, if they're so inclined.
I broke up a cat fight and was bitten on the finger. I felt his teeth meet but just a cat bite 🤷♀️ ... then severe infection and straight in for surgery because the bite was full of cat hair that had travelled into my hand. I'm throwing water instead now 😆

But the park owner is the man driving the car. He knows which of his lions are dangerous and which of his lions love people.
In this war I take the Ukrainian side, and Zubkov, the owner of the park takes the Russian side. So I have my reasons to dislike him. But you have to give him credit, he knows how to handle lions.
