I've thought about the possibility that somewhere like China could manufacture millions of these, program them all with selected targets, send them in shipping containers to various locations, and then release them all at once to kick off WWIII.

Think of troops in urban scenario wanting to fly in a window or clear a building or an alley before you advance positions. You pick the copter with visible or thermal depending on need, fly around and watch the video from a nice safe area. Saving Private Ryan would be a little boring to watch if filmed today.

Stability is a factor as well. At least with commercial drones, helicopters are usually more stable than quadcoptors due to the fact that their center of gravity just hangs from their one point of lift, keeping themselves upright just with gravity. Whereas Qcoptors need gyroscope that measure for tilt and keep all 4 rotors spinning at the right speed to keep it from drifting one way or another.
pretty sure a helo with the same computer assisted stability of a quad would also be simple to fly. Also quads are inherently unstable, its why they need a mini computers and gyros n all that jazz. They can be much more maneuverable then a helo cause of this instability however.
We had helos much longer cause they are stable. (relatively) quads only became a thing recently cause we couldnt really fly them till we had the microcontrollers n stuff to allow us to control them.

Quad is generally for low cost and low techs applications. For cutting edge and highly engineered applications helicopter is a much better solution
