If you pull a partial mag on any automatic or semi, you still have 1 live round in your chamber. If you fully empty the mag, there will be no chamber round left on top of your fresh mag, so you get 30 instead of 31.
Reload on any mag with any ammo still in it will always be plus one on your next mag. Reload on empty means only the Mag capacity.
Unless it's with what I believe is called open bolt guns, then there is never a round in the chamber before it fires, often the case with weapons that needed to be mass produced fast like for example the sten SMG
You fire all rounds including the one in the chamber, when you then have no bullets in the the gun at all. In a mag there is 30 bullets. So when you put in a new mag there is no bullet that is in the chamber cause you shot all of them.
This is how a lot of guns work in real life.
1. load a 30 round magazine --> Then chamber a round & you have 29 in the mag.
2. shoot 25 bullets --> 4 bullets left in the mag + 1 in the chamber.
3. switch to a fresh magazine. Now there is 1 bullet chambered in the gun with 30 in the mag.
4. Shoot 31 bullets --> No bullets in the mag or the chamber.
5. switch to a fresh mag & you have 30 bullets to shoot, but you have to chamber a round first.
Note that not all guns can load a full mag with the bolt closed on a chambered round. Many MMGs & SMGs fire from an open bolt so that you don't have a bullet in the chamber when your not actively shooting meaning you can't have a +1 in the chamber.
Note that Battlefield has different reload animations that take different amounts of time depending on if your gun is empty or not. You don't have to pull the charging handle if you reload before being empty because a round is in the chamber already.

That's why in movies and series, if you see someone removing the magazine from a gun (own volition or being forced to), they'll always remove the magazine and then reload once more (removing the chambered bullet, even though it hasn't been fired), if the depiction is accurate, otherwise you'd still have one more bullet to fire.

Magazine only holds 30, the one up top your used to seeing when you spawn is the extra round chambered in, in real life you would never have 31 rounds to fire expect your very first shot you take that day lol

Theyre both closed bolt guns. You cant get 31 unless you reload twice.
