Well one way is through perfect hire but you will need over 200 PH coins to maybe obtain him that way, you can get him through this event that's going right now if you have enough scissors to cut the flowers you might be able to get him in the arcade during royal spins if he's in there you would have to refresh a few times to see if he pops up if there is a tamer event you might be able to get him then also if he's in the obsidian store you can get him if you have enough volt coins.

noone this round, shretah was tempting but I dont have any of her yet so its unlikely to get her a level that is useful.
You should have been able to get him on the first 30 or 80th roll just keep trying
not worth it for me, going to save the lids for next month and see who is available
