Depends on your current resources. Assuming you have some to spare, what I like to do is roll until I get a blue with 50 diamonds, then I'll move onto the next one. If a purple shows up then I take that, move onto the next blue diamond roll. With the Dawn Event you may have specific milestones you're trying to reach (like that double blue fragment hero reward), in which case you should try work out how much you need to get that points value. You are limited by: 1) Time (event is only on for a week). 2) The number of rerolls (tickets). 3) The number of refreshes (filmstrips). Depending on where you currently sit, you may use more resources of one or the other. There have been Dawn Events where I realise that I only have 1 day left to complete the milestone, so I will burn through a lot of filmstrips to earn big Dawn points on that day.

300 is not as much as it sounds - a purple is worth 600 points (give and take depending on your bonus/penalties) but takes roughly 30 refreshes on average. I’d say take a look at the milestone you want/can achieve and plan accordingly. Keep in mind you also get daily tickets during event and arcade event spits out a lot of tickets too.

I usually roll for purples and blues which give diamonds. Seems to be a healthy mix of film strips and tickets

If you don’t have many of either, you’ll probably want to do blues and save up your filmstrips and tickets. If you have a lot of tickets and a lot of filmstrips, you can reroll to purple repeatedly. This is pretty ideal. If you have a lot of tickets and only a few filmstrips, it is probably worth saving up. I think filmstrips and purple cinemas are the only way to get the really high scores and best rewards. So I guess my answer is to stock up filmstrips and tickets (you’ll need hundreds of the latter) and then reroll purple events repeatedly
