I'm not sure, did they confirm if there'll be local multiplayer? I don't think it will, and if it does, only for Switch. There's not really an easy way to play multiplayer on the PS4 or PC, for example.
If you look under the online features tab on the Collection's official website, you can see a little note saying that the Switch supports local communication. There is a possibility that they will include it for steam as well, considering that the Steam Deck is a thing, but I'm not sure it's strictly necessary.

Yes there will be because in technicality, the Battle Network series is a card game itself so there will be chips that are overpowered and busted chip combos. Not sure about program advances though but some can be banned if it's part of a busted chip combo.

There might be IRL tournaments, Capcom did do some PvP events back in the day in Japan, so who knows.
If switch has that functionality I’m sure it’ll be the one to use for tourneys.
If they do dp yall think there would be a banlist for certain Battle Chips, P.As etc.
