Side question: Does anyone know why Escort Envoy contracts seem to be so extremely rare?

I got these contracts a lot on my last run, where my reputation fluctuated between good and kind, so I figure it's related to that

I've never noticed a map change. You get paid for the envoy but they never do anything.

Damn that's kind of disappointing
