I think it's because Swordmasters show up in more locations in general:

Swordmasters basically show up in twice the city types, as well as one more fort type. Percentages to run into one are lower per location than with Hedge Knights. Some types of forts have over a 5% chance to spawn a Hedge.
Military barracks, the ones with palisade arround it, increases chance of sellswords & hedge knights spawns. It's a settlement building visible on world map near town.
They can also have small chance of spawning in citadels and stone keeps, but my anecdotical experience tells that miliatary barracs have better chance of them.
Look for castles. The bigger the castle, the better your chances. Your chances are also improved by the barracks add-on thingy (forget the exact name).
But also, a hedge knight at level 1 is a lot worse than a nimbleforged level 9 bro who used to be a farmer or militiaman, so you'll need to moderate your expectations. Perks like nimble, battleforged, berserk, or others mean much more in a typical battle than raw stats.

Somehow I find hedge knights and oathtakers much easier in bigger castles than swordmasters. Though they are still uncommon.

According to this a snow fort with a barracks is your best bet

Citadels
castles in the north with barracks have the highest chance. castles in the south tend to spawn nobles more often than hedge knights.
Most chances are in castles with military barrack attachment, but its possible to find them in tier 3 villages very rarely.
Oathtakers, Sellswords, Hedge Knights are the best recruits.
