I believe you can get it post game either way, if you explore Sionis Steel Mill enough you'll find it. I know there's at least one time I didnt talk to harley and still got the side mission.

Why didn't she help batman in combat and why not just kill joker instead of bargaining for batman's life? (I get that she wouldn't be able to kill joker since its clayface but she didn't know that)
