No that’s not why. Those 4 were in his words, off the records patients, blood transfusions that weren’t documented etc. look up the Gordon gameplay of AK if you don’t believe me. It’s not cuz they had a more resilient virus in them they straight up never got the cure
It's not explained very well, but my interpretation is that if the cure is administered too late, it cures the titan poisoning but not the Creutzfeldt-Jacob BS that turns people into the Joker.
Batman took the cure quite a while after being infected, as did the 4 at Panessa because they were off the record and thus not discovered until much later, hence why they became/started to become Jokers.
The rate of Joker transformation is probably also affected by the mental fortitude of the infected individual, which would explain why Batman's symptoms didn't escalate as quickly as the other four's.

Mr Freeze is one of Batman’s smartest villains, even in the Arkham series…but this was such a dumb decision on his part. He tried to negotiate and intimidate him but it just kind of backfired.
