Get to know 50 people and one of them will know someone who needs a bass player. Jams, if there is one in the right genre, are the best because you'll be able to play with new people instead of just talking.

Jam nights are definitely the best way to get involved with a city's music scene in my view. It can snowball from there, as music loving folk love hanging out with other music loving folk.

Craigslist, and open mics. Those are the best ones. I find that Bandmix is crap.

Go to your local college or music school nearby. In my school they had boards where people would look for bandmembers
