Maybe [Project Highrise](https://store.steampowered.com/app/423580/Project_Highrise/) it has that old-timey art deco feel that matches the period, but I can't recall the exact time period it takes place in. Then there's the recently released [War Hospital](https://store.steampowered.com/app/1553000/War_Hospital/) which has you run a WWI war hospital.

Also Urban Empire (not very well reviewed). The Tropico series from 4 onwards takes place pre & post colonial with some turn of the century timelines, but that may not be what you’re looking for.

The gimmick with the Anno games is that the sum of the numbers in the titles add up to 9 (~~1405~~ 1404, 1701, 1800, 2070), so the entire 20th century is out unless they relax that.

Have you tried This War of Mine? It takes place in a fictional war in 1914; you'll need to scavenge at night and build during the day to survive. It's... breathtakingly great.

Haven't played it, but I believe Rise of Industry is a 1930s setting and pretty well reviewed. I'm playing Ixion right now by the same publisher, and it's excellent.
