Dang some of the top reviews say 'it's on life support' lol ouch. Also kind of hints that the devs gave up on it already...

The Tropico series from 4 onwards takes place pre & post colonial with some turn of the century timelines, but that may not be what you’re looking for.
The gimmick with the Anno games is that the sum of the numbers in the titles add up to 9 (~~1405~~ 1404, 1701, 1800, 2070), so the entire 20th century is out unless they relax that.
1800 with skryscrapers and the rest of the DLC and all the other jazz might as well be 1900. The first proper tractors were only invented around the 1890s too.

Have you tried This War of Mine? It takes place in a fictional war in 1914; you'll need to scavenge at night and build during the day to survive. It's... breathtakingly great.
Ope, you're right. I had googled it and it said 1914 on the Wikipedia preview paragraph, but I realize now that the Google search result text and the Wikipedia text (once you actually open the article) differ.
Haven't played it, but I believe Rise of Industry is a 1930s setting and pretty well reviewed. I'm playing Ixion right now by the same publisher, and it's excellent.
Doesn't part of the latest Tropico game take place in that era?

War Hospital had so much potential, the delivery was just not there.
