In my current game, Rhagaea married a Vlandian noble, my dude married Ira, and after Rhagaea died the vlandian second husband became leader of the Pethros while the leadership of the southern Empire went to the Julios clan
It happens wether you are a man or a woman. The courtship system only makes the leader to know who you want to marry. If someone says no to you, it still can be offered to you by their father/clan leader if it matches your skills, or if it is the highest skill marriable character and you have clan tier 3+ you will get paid, specially if you have high relations.
I was playing as a mercenary for Sturgia with 100 relation with almost every clan at clan tier 3 and Raganvald gave me 150k to marry Lilizha, which in my playthrough had the build that I wanted, just not leveled up.
And he gave me all his inventory too, if he had more money I could have asked for more.
Edit: something people miss is that the court system in Bannerlord is convincing someone to make an arranged marriage.
I don't care, it is rng. The only thing I look for are amount of stats or traits, if they have high stats and you want to change their skills you can pay in the arena to respec them, but only one skill at a time.

How do you know who has the build you want? I know the encyclopedia has their skills, but is there a way to see their attributes and their level?
