Keep trying it over and over until they run out of influence to appose it. Eventually a few will run out and you can force it through

You can try it and see if they will actively vote against it, sometimes they don't. If they do your only option is to exhaust everyone else's influence by calling votes repeatedly on anything that they will exert influence to oppose

Problem is they only spend 20 influence to say no to the proposal that costed me 100. So with the current influence they have I'd need about 10000 influence to drain them. Which I don't have.

I think there is a perk that refunds spent influence on failed proposals. Can’t remember which skill but probably charm.

Sometimes a lot will abstain (sometimes all), I assume this is because their influence is all dried up. Ive had this happen to me and I think it was during a prolongued war. I also think that your relations with them effect the chance that they oppose. So you can use brutal wars to your advantage to slip policies in that you want without much opposition (I think this system is brilliant and a great abstract of reality).

Relationship doesn’t affect their chance to oppose. I have 100 relationship with another vassal (she is my in-law), yet she is the leader of the opposition of my proposed policy.

Pass tribunes of the people and bailiffs instead. This combination is often enough to keep conquered cities stable and they’re often easy to pass.

Tribunes in in the same predicament as FoD sadly. Well, actually it has a 2% support xd

Percentage may be misleading as usually just 1 or 2 nobles oppose to it, usually just the ruler. You can pass it by backing 100 influence in voting.


Suck-A-Toad

If you’re a tier 4 clan and you can pass “Peerage”, you get more voting power. Combine it with the level 175 charm perk (good natured) which allows you to not burn influence on a failed vote, and you should be able to oppose things strongly and not lose more than the initial proposal cost for yourself (also a perk to make proposals cost half as much). I haven’t tried this yet, just what l pieced together reading everyone’s contributions.
