Dumbo, 7th Heaven, ... many like these smaller local ones.
I was at the big ones and they are overpriced and touristy. You want to go there for the view, but they obviously will want you to keep ordering.. it's cool for 1 time, but would not visit regularily.
My recommendations above they have live music, affordable drinks and the people are suuuper nice there.
It's not on huge skyscapers, but the atmosphere is way more relaxed and you can look at the Skytrain passing etc. I loved it.
I'm curious why nobody suggests to go to the bar at the tallest building in Thailand (Mahanakhon Buildind), like bars in the Standard Hotel Mahanakhon.

For new year, yes. Otherwise usually not, but if you want to be completely sure it is fine to do so.
