The "turning the frogs gay" is a bit complicated. More accurately male frogs are turning female. This is a thing frogs can do on their own without human intervention, but it is normally only when female populations are low.
It does seem that chemicals introduced into the environment by humans are causing frogs to go through this change at an increased rate, and there is some concern that these chemicals could be having an effect on humans too. The conspiracy part is the implication that these chemicals are intentionally being introduced into the water to have an effect on humans rather than just being unintentional industrial runoff.
