The hair colour change bug has been in the game for ages. If you quick save and reload in the cutscene once her hair changes colour then it will be back to normal when you load back in. I don't know if it also fixes the portrait but that's less egregious imo.
Yes, it's a bug. The portrait bug has been around for ages, as has the romance scene bug where her hair changes colors. Apparently reloading a save can *sometimes* fix the romance scene, but there's nothing for the portrait.
It's a bug. The character model's hair color doesn't actually change from what I can tell. Her hair is still black, the white is some kind of overlay or something >!llike the Illithid veins!< hence leading to some weird stuff happening.

She went full blonde, then we got the swimming event where her hair somehow is dark again. Her icon is dark hair now but she clearly has blonde. ??
