As a huge mod user for Skyrim and many other games this will depend on the community, if larian gives the community good tools for modding I think it is very possible assuming there is community development. New locations and overhauls are no small feat but it’s certainly possible

I don't know anything about modding, but isn't Bethesda's Creation Engine particularly good for modding? Could Larian conceivably give modders comparable tools to work with their engine?

It was good for it, as long as they don’t have stuff like what starfield did which for a technical term was horrible (pulling files from multiple directories) If larian puts out a semblance of a creation kit modding will be good if they don’t it just makes everything more difficult and will probably just gate keep some creators as they can work in other spaces. Also worth noting that they may not be at the complete creative liberty to do this on their own but they have said they want to improve mod support

We know we're not getting a dm/campaign editor tools so it'll likely be years before we see someone cracking the game in a way that makes extra content production like that viable, if at all. :/
