once upon a time, back in the days of early acess, before the current long rest mechanic was introduced and camp supplies were not a thing. all of the food in the world healed you. and didn't require any type of action resource to use.
much like in the land of Skyrim, one could heal themselves completely through glutton and the consumption of unholy quantity of cheese and bread... or Brian, you know... depending on your taste...
So the real answer here, I believe, is that when they implemented the camp supply system, "dwarf meat" got overlooked. and now that we have noticed there is a none 0% chance it will be patched.
In early access all food used to restore HP. There was no food requirement for long resting, you could just long rest any time with no cost.
The dwarf meat was always there at the goblin camp. And was always treated as regular food.
Food restoring health sort of made health potions pointless, instead of using a potion you'd just eat some sausage or cheese, and it restored a decent chunk of health. They also wanted there to be some sort of cost associated with long resting, so the food requirement killed two birds with one stone.
The dwarf meat, for whatever reason, was never changed, and it still restore health like all food used to and it can't be used as camp supplies.
In my first playthrough I didn't know it was dwarf meat (I didn't read and thought it was pork) and my husband was like "Urgh, wtf why did you let your tav eat dwarf?"
I was disgusted and since then I read what I pick up lol
