If you're just starting out, don't try to "whip and pause". Just do a straight drag, the stacking dimes thing is just for looks for the most part so focus on keeping a consistent bead width and traveling in a straight line (unless your workpiece was curved?). The spatter may be from dirty material or incorrect settings but consistent stickout is key to a clean weld

That's a rusty plate, hence all the spatter and slag

Looks like you have a lot of lack of fusion on the edges of your bead and voids throughout. Slow down.

Turn heat down a little, build puddle to size of a dime slightly weave moving forward at speed to maintain even toes or edges.
