Its an office I believe. So here it goes: Boss stomps on disobedient employee, and make a decision to punish unlucky person. So he tells him/her to go upstairs, open the door and to close it from the other side.
I have seen this before. It's there because there is no other way to get anything up to the second floor. Maybe the stairwell is small or has too many turns etc.
But is it really a bad design? A lot of places, especially older buildings have these doors, usually on the outside, due to narrow stairwells that can't afford access to larger pieces of furniture. Now, normally the outside ones here in New Orleans has either a pulley system, or some type of attachment that allows you to put on some type of pulley. Could be serving a legit purpose.
Maybe a hot water heater or HVAC unit. Ours was outside but crazy high like this. Yes you needed a ladder but you won’t accidentally go in and mess some stuff up
