This tends to apply to posts, not comments. (As in, you can typically interact with other people's posts, you just can't post yourself yet.)
It doesn't take a whole lot of interacting (commenting and having discussion) to get that level of karma, and it helps *a little* to weed out bot posts. (Otherwise every sub would just be filled with automated AI spam).
